The City of Washougal is proud to announce that over 93% of its roads are in ‘good’ condition, as confirmed by a recent Pavement Condition Index (PCI) report (Figure 1). This achievement is a direct result of the Washougal City Council’s continued investment in pavement management, ensuring that local streets remain safe, efficient, and well-maintained.

The PCI report, conducted by Capitol Asset & Pavement Services, Inc., evaluated all paved streets maintained by the city, ultimately awarding Washougal an impressive PCI score of 82. This ranking underscores the success of the city's ‘best-first’ strategy, which prioritizes cost-effective preventative maintenance to extend roadway lifespan instead of waiting for road conditions to deteriorate, requiring more expensive treatments.
“Because of the City Council’s investment in our pavement management program, we are able to focus on preventative maintenance rather than costly reconstructions,” said Public Works Director Trevor Evers. “This strategy saves money in the long run and ensures our roads remain safe and reliable for years to come. We sincerely thank the Council for their continued support.”
The city currently maintains 70.2 centerline miles of paved streets, with a focus on cost-effective maintenance measures such as crack sealing and slurry seals. These treatments extend pavement life at a fraction of the cost of major repairs. Without proper maintenance, roads can quickly deteriorate, requiring expensive rehabilitation or complete reconstruction, which can cost up to $130 per square yard.
City Council has appropriated $1.1M in 2025, and $1.1M in 2026 via the biennial budget to continue to invest in the Pavement Management Program (PMP). Additional funding strategies were shared with City Council at the February 24 workshop to demonstrate the impact of both enhanced and reduced funding for our existing surface street network.
“With this investment, we are ensuring smooth, safe roads, reducing vehicle maintenance costs for residents, and enhancing the overall quality of life in Washougal,” added City Manager David Scott. “This program helps us avoid more expensive repairs down the line and keeps our streets in top condition.”
The City Council will further review funding options for the pavement management program in upcoming discussions. On deck for summer 2025, the city plans to complete several maintenance and surface treatments such as slurry and crack seals.
