Bio

Jake has lived in Washougal since 2020 with his family. He attends Washougal High School where he is a part of various clubs and sports. He was elected as City Council Student Representative in 2025. 

Employment

Jake has worked in various community facing jobs including working at pools and for the Ridgefield Raptors. He has worked alongside Senators and Congresswomen on community engagement and teen drug use cessation. He also participated in the Washington House Page Program where he worked with representatives throughout the state. 

Community Service

Jake has worked on a miriad of community service projects over his time in Washougal. Working to clean up local parks, waterways, and properties. He also has volunteered for the March of Dimes and Walk to End Alzheimer's as a Washougal High School FBLA Member.

2025 Important Dates

  • Application Deadline: Submit online by Friday, May 16, 2025
  • Interviews: May 29, 2025; by appointment beginning at 3 pm. Interview questions are posted at http://cityofwashoual.us/StudentRep.
  • Oath of Office: August 25, 2025, at the 7 pm council meeting


Student RepresentativeStudent Representative is an outstanding opportunity for Washougal High School juniors and seniors to make their voices heard and have a direct impact on their community.

The Student Representative and one alternate will have the unique chance to attend City Council meetings, participate in discussions on important community matters, and bring forward the views and concerns of Washougal's youth. High school students will gain firsthand experience in local government and civic engagement.

The Student Representative will serve in an advisory capacity and will not have voting rights on matters before the City Council. They will serve a one-year term to begin in August 2025 with the possibility of an extended year for juniors.

Key Responsibilities

  • Attend and participate in City Council workshops and meetings twice a month.
  • Provide insights and feedback on issues affecting young people in Washougal.
  • Collaborate with other council members to develop and support initiatives that benefit the community.
  • Serve as a liaison between Washougal High School students and the City Council.
  • Observe how city government functions.
  • Alternates are expected to attend at least one workshop and meeting per month as an audience member and fill in for the student representative in their absence.

Application Process

  • Interested students are encouraged to submit applications to include:
  • A completed online application form available below.
  • A one-page cover letter outlining interest in the Student Representative position and how they plan to contribute to the City Council. If the student is involved in community and extracurricular activities, they should explain their involvement in the cover letter.  
  • A resume of no more than two pages.

    Eligibility, Requirements & Public Disclosure

    To be eligible to be appointed to the Washougal City Council, you:

    • Must reside within the boundary of the Washougal School District or Washougal city limits.
    • Must be a junior or senior.
    • Must meet general academic eligibility requirements as prescribed by the District. 

    If you are involved in community and extracurricular activities, please explain your involvement in your cover letter.

    • Once an application packet is filed with the City, it is becomes a public record available to the public upon request.

    Student Representative to the City Council Duties & Compensation

    The Washougal City Council is the legislative authority of the City of Washougal. The City operates under a Council/Manager form of government.  The seven-member City Council serves as the legislative body of the City.  The Council is responsible for setting policy, adopting the annual budget, adopting laws, and determining the services to be provided and the funding levels for those services. 

    Expectations:

    • The Student Representative shall attend workshop and regular council meeting and access the online agenda and supporting documentation in advance of each meeting so they may be informed and able to participate in Council discussions. 
    • The Alternate is encouraged to attend Workshops and Council meetings as an audience member and shall attend at least one meeting per month. The Alternate will serve as Representative in the absence of the Representative.
    • The Student Representative and Alternate are expected to contact the City Clerk or Deputy City Clerk for an excused absence.  
    • The Student Representative shall be advisory in nature; participation in discussion is encouraged. 
    • The Student Representative and Alternate will not be permitted to vote on the matters before the Council.
    • Executive Sessions and Exempt Meetings are not open to the public; therefore, the Student Representative and Alternate will be excused from this portion of the meeting.
    • Attendance at town halls, and other council activities is encouraged but not required.

    This is a volunteer position; no financial compensation is provided.
