As outlined in the City of Washougal’s 2023–2028 Strategic Plan, we are committed to fostering a resilient economy that supports growth, attracts and retains a diverse mix of businesses and talent, and ultimately enhances the quality of life in our community. We've long envisioned Washougal as a place where existing businesses can thrive and where new businesses are eager to set down roots. This vision has been shaped by years of community input, which consistently identified economic development as a top priority. Guided by this feedback, we’ve remained focused on creating a supportive environment for local business success.
Thanks to the leadership of our Mayor and City Council, we are now in a stronger position to deliver on that vision. For the first time, we have the staff capacity and community partnerships needed to give small businesses the focused support and attention they deserve. This expanded capacity allows us to better connect businesses with the resources and information they need to remain competitive and profitable, helping to secure a more prosperous future for all of Washougal.
Fostering strategic partnerships.
The City of Washougal works closely with other organizations including The Port of Camas-Washougal, Columbia River Economic Development Council, Washougal Business Association, and the Camas-Washougal Chamber of Commerce to attract and retain the many businesses that contribute to the local economy.
Supporting small businesses.
Small businesses are the backbone of Washougal’s economy, providing the jobs, services and amenities that make our community vibrant and unique. Whether you’re just starting out and applying for your first business license, or you’re looking for tools to help you grow, we’re here to help.
Revitalizing Washougal’s Towncenter.
For most communities, a vibrant downtown is critical not only for generating economic activity, but also for fostering community engagement and a shared sense of identity. There’s incredible momentum in downtown Washougal with new businesses, housing, and even a new park currently under construction near City Hall, and more is on the way. Indeed, creating a “Vibrant Town Center” is one of the city’s strategic priorities, and it includes goals such as improving the lighting, beautifying vacant storefronts, managing parking, and encouraging new development.
Revitalizing Washougal’s waterfront.
Between the job-creating activities of The Port of Camas-Washougal and the recreational opportunities that serve residents and visitors alike, the waterfront is key to Washougal’s economic success. The city is working closely with the Port to help guide and support waterfront improvements, including the transformational Hyas Point project that broke ground in 2024.
Monitoring economic indicators.
Steady population growth, rising home values, and an increase in living wage jobs are just a few of many economic indicators that suggest Washougal is a community on the rise. The city’s Economic Development Strategic Plan provides policymakers with important information on community demographics, income, and business trends to inform future priorities, strategic plans, and economic decisions. An annual compilation of this kind of data will help keep the pulse on key changes to the community and indicators of Washougal’s economic health.
